Ruff 0.16 enables additional lint rules, causing this dependency update to fail CI. Apply the lint fixes and update supported Python versions to 3.9-3.15.
Validation: Ruff passes and 76 offline tests pass, including 15 new error-handling cases. GitHub Actions covers Linux, macOS, and Windows on Python 3.9-3.15.
