Implements Issue #117 Wave 3 / G1 source support for controlling an explicitly authorized, already-running authenticated Chrome session without introducing a second worker authority.

The change keeps browser target/session IDs ephemeral, keeps exact conversation identity separate from authenticated peer identity, persists the actual bootstrap peer when it was not known during provisioning, fails closed when peer authority is missing, and preserves legacy managed-CDP behavior when existing-session mode is not explicitly selected. It also keeps OpenCLI diagnostic-only with no automatic fallback and retains conservative no-blind-resend behavior.

Local source verification on the exact Candidate passed: focused Chat Swarm runtime 45/45, affected practical set 121/121, npm run typecheck, and npm run build. This PR is G1 source evidence only; G1D/native installed-host proof and G2–G6 are not claimed or run. Independent Candidate acceptance is still a merge gate.
