What does this PR do?

Prepares release candidate v0.0.1-RC2 (Linux x86_64, Linux arm64, macOS arm64). Once merged, pushing the v0.0.1-RC2 tag publishes a prerelease from release.yml.

• Version 0.0.1-RC2 everywhere (Cargo.toml, Cargo.lock, MODULE.bazel, rules_rust version, README download URLs). conduit --version, the OTLP scope and telemetry.sdk.version report it.
• Ships the span timing fixes from Fix skipped-target and cache-hit span timing #7 (fixes Skipped targets and cache hits report durations they did not take #6):
  • The skipped targets group no longer spans the build; skipped targets take no time.
  • Targets aborted only via TargetConfigured get a span.
  • Cache-hit actions are zero-length at the time Bazel reported them instead of replaying the original run's duration, and no longer crowd real work out of the lightweight span budget.

Validation

• bazel test -c opt //...: 3/3 targets pass.
• conduit --version: conduit 0.0.1-RC2. A replayed BEP reports 0.0.1-RC2 in telemetry.sdk.version.
• No RC1 references remain; MODULE.bazel.lock unchanged.
• This PR's CI run covers the release build jobs (version/tag smoke check, glibc ≤ 2.35).
