What does this PR do?
Adds
.github/dependabot.ymlwith weekly, grouped updates for Cargo (/rust/conduit) and GitHub Actions (SHA pins are updated in place).Known gap: Dependabot updates
Cargo.lockbut notMODULE.bazel.lock. Builds still pass because the lockfile mode is the default (update), but the Bazel lockfile will lag until a local build refreshes it.Check: the file validates against the SchemaStore
