docs: remove outdated Plutus and MIR cert docs - #3648

The Plutus system-level testing overview described the Antaeus-based process that no longer reflects how Plutus is tested here, and the MIR cert manual steps cover certificates that were removed in Conway. Drop both Markdown docs together with their Sphinx wrappers.
