This reverts commit 4d89719.
Remove `RuntimeUtils`, `CudaRuntimeUtils`, `DevicePropertyCache`, `DispatchFunc`, `Caster`, and `generic_utils` — these are operator-level utilities, not pure runtime APIs. Rewrite `Tensor::ToStringHelper()` to use a switch instead of `DispatchFunc`.
The class holds a non-owning `void*` pointer with shape/strides metadata, which is a view rather than an owning tensor.
