Summary:

  • Aligns .github README with the corrected README/governance cleanup order.
  • Clarifies .github as route/governance truth only, not proof authority.
  • Preserves Project Update HO-DET-001 public routing proof level #2 as coordination-only metadata.
  • Preserves proof ceilings, blocked claims, and rendering-not-proof boundaries.

Boundaries:

  • README-only change.
  • No proof records changed.
  • No workflows changed.
  • No proof ceiling promotion.
  • No runtime, signal, public-safe, SOCaaS, production, autonomous, AI-approved, analyst-approved, or case-closure claims added.

Validation:

  • git diff --check
  • command-center invariant verifier, if runnable

Raylee review packet:

This PR updates only the .github root README command-center wording.

Review focus:

  1. Confirm .github remains route/governance truth only.
  2. Confirm README/governance cleanup order is documented as:
    .github -> proof -> platform -> validation -> detections -> website
  3. Confirm this is not described as evidence-generation order.
  4. Confirm Project Update HO-DET-001 public routing proof level #2 remains coordination-only and not proof, approval, runtime truth, signal truth, public-safe status, merge authority, public publication approval, or proof promotion.
  5. Confirm no blocked claims were promoted.

Human review remains required before merge. Green CI is not merge authority.

Expected output:

  1. Executive result.
  2. Branch name.
  3. Commit SHA.
  4. PR number and URL.
  5. Files changed.
  6. Validation commands and results.
  7. Any blocked commands or skipped validation with reason.
  8. Merge recommendation only, not merge action.

I reviewed this PR as a command-center documentation alignment change.

Confirmed:

  • Scope is limited to .github/README.md.
  • .github remains route/governance truth only, not proof authority.
  • README/governance cleanup order is documented as .github -> proof -> platform -> validation -> detections -> website.
  • The README clarifies that this is cleanup/governance order, not evidence-generation order.
  • Project Update HO-DET-001 public routing proof level #2 remains coordination-only and does not create proof, approval, runtime truth, signal truth, public-safe status, merge authority, public publication approval, or proof promotion.
  • Blocked claims remain blocked.
  • No proof ceiling promotion is introduced.
