docs: renumber standalone panel spec to 025 and complete its spec-kit artifacts - #700

Rewrite spec.md into the spec-kit template, keeping the contributor's design note, and add plan, research, data model, contracts, quickstart, tasks, open decisions and the requirements checklist. They document what PR #630 built: every task is ticked and tied to its commits, and requirements the merged code does not fully meet are listed as known gaps instead of new tasks.
