Brings in PRs #618, #621, #648, #693, #697-#700 and #702. PR #702 regrouped design.pen. valgul chose to take master's design.pen and design exports, so the branch's spec 019 picker designs and their exports are dropped and T043, T072 and T094 are reopened, to be redrawn on the regrouped canvas in Pencil. Creating a file from the Files tab currently uses the overwrite endpoint, so entering an existing name can erase its contents. Add a distinct create-only endpoint and use it only for New file. The agent commits new files atomically without replacing an existing destination, returning 409 for conflicts.
The API proxy and remote gateway forward the new route with the existing file-write authorization and body limit. Older agents reject the new route; there is no fallback to the destructive write endpoint. Editor saves and upload overwrite behavior remain unchanged.
Regression coverage includes existing-file, directory, symlink and concurrent-create conflicts, successful creation, cleanup on failure, proxy/gateway forwarding, and the New file dialog's error behavior.
Validation: Linux production builds passed for agent and API; web
npx tsc --noEmitpassed. CI verification pending. Tests and lint run only in CI per repository policy. No game, module, GameTemplate or submodule changes.Summary by CodeRabbit
