Summary

Fork PRs often arrive without the required type: / area: labels when CodeRabbit is rate-limited (most of the open contributor PRs had none). This adds a deterministic backstop.

  • .github/workflows/auto-label.yaml: runs every 15 minutes plus workflow_dispatch, and only on the default branch. It runs hack/auto_label.py with pull-requests: write.

  • hack/auto_label.py: for each open PR, it

    • derives type: from the conventional-commit title prefix (feat/fix/refactor/test/ci/chore/docs);
    • derives area: from the changed top-level paths, using the same taxonomy as docs/contributing.md and .coderabbit.yaml. docs/ pages only count when nothing else changed;
    • adds breaking when the title has !.

It only fills a category that has no label yet, and it never removes labels. type: security stays manual.

  • hack/test_auto_label.py: unit tests. The workflow's pull_request trigger runs only these tests, with contents: read.

  • docs/contributing.md: documents the workflow.

Security

  • Trigger: a schedule rather than pull_request_target, which zizmor flags as a dangerous trigger. The labelling job never checks out or executes PR code; it reads titles and file lists through the REST API.
  • Pins and checks: the checkout is SHA-pinned with persist-credentials: false, and top-level permissions are {}. actionlint and zizmor --offline both pass locally with no findings.

Notes

  • Scheduled workflows only run from the default branch, so the workflow takes effect after merge. Run it once by hand to label the current backlog.
  • Unit tests were not run locally (repo policy); CI runs them through the workflow's pull_request trigger.

Summary by CodeRabbit

  • New Features
    • Open pull requests are automatically checked every 15 minutes, and missing type and area labels are added based on the title and changed files. Existing labels are preserved; security labels are not inferred.
  • Documentation
    • Updated contribution guidance to explain automatic labeling and remind contributors to verify label accuracy.

Scheduled workflow (every 15 min + manual) runs hack/auto_label.py, which
derives a type: label from the conventional-commit title prefix and area:
labels from changed paths, and adds them only when that category has no
label. It never checks out or runs PR code; the pull_request trigger only
runs the unit tests.

- Catch network errors, timeouts and bad JSON per PR instead of aborting
the run; report a failed PR listing cleanly.
- Only label docs/ changes `area: shared` when nothing else changed.
- Restrict the label job to the default branch so a manual run on another
branch never hands its script the write token.
- Warn when pagination truncates; correct the docstring on re-adding.

Walkthrough

Adds a script that fills missing pull request type and area labels, and adds a workflow that tests the script and runs labeling on a schedule or manual dispatch. Contributor guidance now describes the automation and its label rules.

Changes

Pull request label automation

Layer / File(s) Summary
Label derivation rules
hack/auto_label.py, hack/test_auto_label.py
The script maps conventional-commit prefixes and changed paths to labels, preserves existing category labels, and adds breaking for marked titles. Unit tests cover parsing, area mapping, and planned labels.
GitHub API processing
hack/auto_label.py
The script lists open pull requests with paginated API requests, processes each pull request, and adds planned labels unless --dry-run is set.
Workflow and contributor guidance
.github/workflows/auto-label.yaml, docs/contributing.md
The workflow tests pull-request changes and runs labeling for scheduled or manual events on the default branch. Contributor guidance describes the schedule, label sources, and type: security rule.

Merge Risk: 🔵 Low · up to 3234f

The new auto-labeling workflow may fail to apply labels because its requests declare form encoding while sending JSON. The impact is limited to missing labels on open PRs, and nothing destructive happens. Adding a JSON Content-Type header is a one-line fix worth making before merge.

github-advanced-security fails here for a reason outside this PR. Copilot code scanning stops before it reads any code with SessionModelError: You have exceeded your monthly quota (HTTP 402). This happened on both 3234f93 and ad1d421, so a re-run would hit the same limit. The check passes again once the quota resets or the Copilot plan changes. No code fix applies.
