Make the OS Cypress specs independent of run order #9004

The OS Cypress suite only passes in the order Cypress picks when it runs the whole folder. Run in any other order (alphabetical, or as a subset), several specs fail because earlier specs leave behind state they depend on. This is a source of flaky tests and blocks running the specs in shards.

Specs that fail out of order:

• applications/devices.spec.js
• brokers/clients.spec.js
• brokers/hierarchy.spec.js
• team/instances.spec.js:85 (instance-1-1 missing from the dashboards table). Also failed on CI in Flaky backend tests: billing trial state, 3rd party broker topics, device APIs #8478: the test waits on @getTeam but not on the dashboard-instances request that fills the table.
• devices.spec.js:510 and :600 (assign options missing from the kebab menu). Also failed on CI in Flaky backend tests: billing trial state, 3rd party broker topics, device APIs #8478.
• instances/devices.spec.js (expects instance-2-1 to have no devices, but devices/bulk.spec.js assigns devices to it)
• instances.spec.js

Done when

• Each spec creates the data it needs or restores what it changes in after().
• The suite passes run alphabetically and when split into 2 or 3 groups with --spec.
