Workstream PR Trust Bundle

Change

WS-CLI-001-46 — System-covered project catalogue.

Goal

Let current system Project Manager, Operator, Finance Authority and Audit
Authority readers discover project names through one minimal public API/CLI
page, without widening exact-project contributor membership.

Intent And Planning Context

WS-CLI-001-46 owns the
L1 scope, acceptance criteria, alternatives, risk and human review focus.
Candidate d55b5ae51d56afaaf92bd16bf7c1904a36661337 includes main
733c752f7c1ecbb74615d42b747dfbda8ff72df5 (merged PR #671), not an unmerged patch.

What Changed / Design Chosen

GET /api/v1/projects and workstream project list [--limit N] [--cursor TOKEN]
return bounded ID/name/status pages. Each page locks current eligible system
authority before parsing the signed actor/action/query/limit-bound cursor.
The position discloses only a public project ID. AUTH evidence commits only
with a validated PROJECTS projection. Existing exact-grant me projects
semantics and known-project authorization remain unchanged.

The latest main reconciliation preserves 0060_audit_restore_path unchanged
and places the catalogue constraint extension at 0061_project_catalogue_read.
There is one linear migration head, no compatibility alias, and no replacement
of retained data or validator bodies/search-path protection. Main's audit/COPY
regressions and hosted guidance remain intact. CodeRabbit's one-line roadmap
endpoint correction is included.

The separate AUTH action extends current owner ports and snapshot/cursor rules.
Extending me projects was rejected because membership and system discovery
have different disclosure contracts. No TUI, automatic pagination, new resolver,
MCP tool, publication or deployment is added.

Scope Control

Allowed Files Changed

AUTH/PROJECTS ports and readers, one public route/composition, one narrow audit
CHECK migration, CLI command/client, focused proof, exact lane/rate/ownership
inventories, and affected current documentation/navigation. See the record.
The reconciliation changes only migration lineage/preflight/graph/fingerprint,
retained-upgrade assertions, the catalogue shadow regression and its record;
the later documentation commit changes only the missing /api/v1 prefix.

Files Outside Stated Scope

None authored. Catalogue production AUTH/PROJECTS/API/CLI, MCP, scale owner/test,
lane/rate/partition gates and workflows are unchanged from the prior reviewed
f06f449b. Main's audit migration/role-schema tests/hosted README match main.

Product Behavior

  • The four named system roles can enumerate only ID/name/status. Services,
Access Administrator alone, exact-project-only grants, contributors and
unrelated actors cannot enumerate. Workstream lifecycle decisions do not change.

Evidence

Commands Run

Canonical isolated PostgreSQL16 runner, pinned to the exact clean candidate,
with unchanged 900-second limit and normal pytest fixtures, in small batches:
catalogue hostile-shadow/exact-pair regression; retained upgrades from 0059/0060;
role/audit COPY regressions; fresh-manifest/repeated-head checks; retained
provider facts and downgrade/refusal guards.
Separate seven-test replay covers the graph, exact production rate inventory,
unexpected nested routes, partition-neighbor refusal and three lane inventories.
Root Commitrail, Markdown links, stale-wording and diff checks; affected Ruff.

Result Summary

Runtime batches: 14 passed, all with complete normal fixture teardown and
isolated database/role cleanup. Catalogue shadow regression: 1 in 142.93s;
retained 0059/0060 upgrades: 2 in 370.25s; role/audit COPY: 5 in 524.39s;
fresh/repeated head: 2 in 272.72s; retained-provider facts: 1 in 191.14s;
downgrade/refusal: 3 in 382.31s. Static replay: 7 passed in 143.81s; 7-file link check,
Commitrail, full stale-wording scan and affected Ruff passed. Zero owned
databases/roles remained, and the owned PostgreSQL16 container was removed.
One earlier 15-case attempt
timed out at 900s after five successful call dots; it had no final summary and
is not credited as a passing suite. Its owned database/role/container cleanup
was verified. No test, assertion, skip, runner, timeout or performance limit changed.

The actual PostgreSQL16 object comparison reproduces main's and the prior
catalogue-only fingerprints: 0059→0060 changes only two audit helper definitions;
0060→0061 changes only the closed audit CHECK. The combined actual schema hash
is 4551d00ae48c338e60cdb55d6cf213461450fe67078a00f28862f956e70b0a3a.
That setup probe ran before the merge commit and is not relabelled exact-head
runtime evidence.

Acceptance Criteria Proof / Test Delta

  • Existing real-PostgreSQL catalogue cases retain independent four-role access,
denial, ID-only cursor substitution, revocation, grant locking and rollback proof.
  • The hostile-schema migration regression bypasses ORM validation: the exact
catalogue pair persists, a crossed permission fails, and the shadow constraint
    remains unchanged.
  • Retained 0059/0060 upgrades protect validator identity/body/configuration and
retained evidence. The already-pinned 0060 validators must remain completely
unchanged through 0061. COPY tests retain empty/hostile-search-path negatives.
  • Built CLI/public-API and terminal-safety proof remains in the existing suites.
No tests were removed or newly skipped; full hosted suites remain required.

Impact-Routed Reviewer Results

Reviewed head: d55b5ae51d56afaaf92bd16bf7c1904a36661337 — PASS, no open findings.
Grouped reviewer: tui_runtime_review_resume; one review, not independent
reviewers per specialty. Migration/runtime and static continuity review covers
architecture, security, QA/test delta, CI integrity and documentation risks.
The reviewer inspected exact-head PostgreSQL and static artifacts with clean
matching target snapshots. Proof is compatible direct-SQL/retained-row and
transaction custody for the changed migration boundaries, plus source/contract
continuity for unchanged API/CLI/gates. Crossed audit pairs and invalid COPY
facts are refused despite permissive temporary-schema helper doubles.
First-wave Minor CAT-MERGE-DOC-001 is fixed and replayed.
Prior informational CAT-DELTA-INFO-001 remains fixed: the rate-inventory comment
no longer hardcodes 67 bindings, and exact inventory/failure-boundary tests pass.
Historical review results are not relabelled for this head.

External Review / CI Status

CodeRabbit supplied a substantive review on prior f06f449b, with one Minor
roadmap API-path comment. Its fix is in d55b5ae51; the verified-fix response and
thread resolution are recorded on that conversation. That historical review is
not fresh for this push.
The new incremental CodeRabbit review
is fresh substantive review through d55b5ae51: its reviewed range and
source/covered commit IDs match this head, with no actionable comments. This is
not eligible human approval. No known review conversation remains unresolved;
eligible non-pusher human approval is still outstanding.

Prior Backend39988805979
completed SUCCESS on f06f449b, including the unchanged scale assertion. This
is historical after the new push, not runtime certification of d55b5ae51.
Fresh Backend40010466628,
Agent Gates40010466553,
native CLI proof40010466554
and image proof40010466575
track the exact final head. Agent Gates and image proof passed; native CLI proof
also passed on all four platforms with archive assembly; PR publication stayed
skipped. Backend passed all 26 jobs, including the full-suite real API
end-to-end drill and stable required test check. Its aggregate artifact binds
all 17 lanes and 10,878 canonical nodes collected/completed exactly once, with
no skips/deselections/interruption; artifact digests and all cleanup flags were
verified. The hosted merge tree exactly equals reviewed d55b5ae51.

Fresh task-D evidence also proves the unchanged scale assertion passed once:
323 selected nodes completed, scale whole-call duration 13.26s, original 1.0-second
request budget and sampler unchanged. Individual successful request durations
were not retained. Hosted wall time 3185.223s missed the diagnostic 8-minute
throughput target; it is not a functional gate and no limit was changed.
The PR remains ready for human review, not merged; green checks do not
authorize merge or substitute for eligible human approval.

CI And Gate Integrity

  • No workflow, lint/test/docstring, package-script, timeout or gate weakening.
  • Meaningful authorization/rollback/retention/negative assertions remain.
Coverage is diagnostic; no threshold change, new skip or unpinned Action.

Remaining Risks / Follow-Up Work

Production-scale latency is unmeasured. UUID keyset order is enumeration, not
creation/commit/business order. An authorized in-flight response may arrive
after later revocation commits; later pages reauthorize. Final-head hosted proof
and fresh substantive CodeRabbit review passed; eligible non-pusher human
approval and explicit user merge authorization remain outstanding. TUI,
protected first publication and deployed qualification are outside this change.

Human Review Focus

Inspect the four approved system roles, complete ID/name/status disclosure,
grant-lock/audit/rollback proof, bounded paging and unchanged membership.
For reconciliation, inspect the 0060→0061 linear chain, exact audit CHECK delta,
retained validator custody and shadow-schema isolation. Roadmap claims and
initiative navigation were reassessed: no capability boundary changed beyond
the intended catalogue outcome; only the verified endpoint typo needed repair.
No local sheet exports are present.

Human Merge Ownership

  • I can explain the change, risks and remaining uncertainty.
  • An eligible human other than the latest pusher approved the final head,
and all review conversations are resolved.
  • The user explicitly approved this specific PR for merge.

Summary by CodeRabbit

  • New Features
    • Added a paginated project catalogue through the API and workstream project list CLI command. Each page shows only project ID, name, and status.
    • Catalogue access is available to callers with current system-wide Project Manager, Operator, Finance Authority, or Audit Authority grants. Exact-project and contributor grants, and Access Administrator grants alone, do not allow enumeration.
    • Each request returns one page; use its continuation cursor to request another. Authority is rechecked for every page.
  • Documentation
    • Updated CLI usage, role permissions, and authorization guidance to distinguish catalogue access from exact-grant project listings and project-specific reads.

Expose one bounded ID/name/status page under existing system project-reader authority, preserve exact-grant contributor membership, and prove audit, pagination, revocation and native CLI behavior.

Walkthrough

This change adds a system project catalogue through GET /api/v1/projects and workstream project list. It limits responses to project ID, name, and status, and permits bounded pagination for authorized system project readers. Each page rechecks authorization.

Reconciliation and exact-head engineering proof are complete on d55b5ae51d56afaaf92bd16bf7c1904a36661337, based on main 733c752.

  • Main's audit restore-path revision remains unchanged at 0060; catalogue revision 0061 follows it with one linear head. Retained data, validator custody, safe search paths, hostile-shadow isolation and downgrade refusals are verified.
  • Grouped internal review: PASS, no open findings. Local proof: 14 PostgreSQL cases plus seven static tests; all cleanup verified. The earlier 900-second aggregate timeout remains documented and is not counted as a pass.
  • Fresh Backend40010466628 passed all 26 jobs, including the real API drill and required test. The verified artifact accounts for 10,878 canonical nodes across all 17 lanes, completed exactly once with no skips/deselections and cleanup complete. Hosted merge-tree content equals the reviewed head.
  • Fresh native CLI proof (all four platforms and assembly), image proof and Agent Gates passed. CodeRabbit's head-bound incremental review has no actionable findings; the endpoint-path thread is fixed and resolved.
  • The original 1.0-second scale assertion passed once without source, sampler or threshold changes. Successful per-request timings were not retained; whole-case time was 13.26s. The diagnostic eight-minute CI throughput target was missed, without weakening a gate.

The PR body is refreshed with current proof and the preserved generated footer. No merge or release was performed. Eligible non-pusher human approval and explicit authorization to merge this PR are still required.
