AGENTS.md sends agents to the README, and CLAUDE.md to AGENTS.md, as in Flagsmith/flagsmith. CODEOWNERS makes GitHub request reviews from the team maintaining this repository, so agents know whom to ask.
They own the SDKs, so they own the spec too.

In this PR, we document the SDK spec propagation flow so humans and agents can follow it, and add CODEOWNERS, mainly for the agents to ping the right humans when they're blocked.
