Upgrade react-native-webview before RN 0.88 bump #101443

Part of #101427 — must land before the main React Native 0.88 / Expo SDK 58 bump PR.

Background

Expo SDK 58 bundles react-native-webview 14.0.1. main is on 13.16.0. WebView declares react-native: *, so it is not gated on the RN bump and can land on the current RN 0.86 / Expo SDK 57 stack.

The only breaking change in 14.0.0 is that Android now requires API 24 (Nougat) or newer, with the legacy native file-upload paths removed. android/build.gradle already sets minSdkVersion = 24, so no Android floor change is needed.

Scope

• Bump react-native-webview 13.16.0 → 14.0.1 in App (and Mobile-Expensify if required for HybridApp parity)
• Rebase or remove the three existing patches under patches/react-native-webview/, all pinned to 13.16.0 in their filenames:
  • react-native-webview+13.16.0+001+fix-dataDetectorTypes.patch
  • react-native-webview+13.16.0+002+certificate-pinning.patch
  • react-native-webview+13.16.0+003+certificate-pinning-android.patch
• Confirm whether the removed Android file-upload compatibility code affects our attachment-upload flows inside a WebView

Target

• react-native-webview@14.0.1 (Expo SDK 58 bundled version)

Acceptance criteria

• App builds on iOS, Android, and web
• HybridApp builds if Mobile-Expensify changes are needed
• Certificate pinning still works on iOS and Android (both pinning patches verified, not just re-applied)
• dataDetectorTypes behavior unchanged
• WebView-hosted flows (help/docs pages, third-party auth and integration flows) still load and function
• Patch audit documented: keep, update, or remove
• No new JS console errors
