Prevents broad EC2/S3/security-group/RDS enumeration failures from silently producing empty inventories and false deletion findings: exceptions now propagate to the scan pipeline, which marks scans failed. Also preserves Terraform count/for_each instance keys rather than overwriting multiple instances. Adds regression tests for four enumeration failures and indexed instances. Remaining boundary: individual S3 attribute lookup failures are still treated as missing attributes and need separate handling; no claim of full collection completeness yet.
