Closes #1226

Summary

  • With no --issue, Enter at the issue prompt (or --yes) files chore(release): bump version to <version> (labels chore, area:release, priority/p2, size/xs, the resolved milestone, assigned to @me), matching the hand-filed chore(release): bump version to 0.1.3.dev0 #1117 / chore(release): bump version to 0.1.3 #1134.
  • It's filed only after the final confirm; an open issue with the same exact title is reused rather than duplicated. The branch is named after the issue as before.
  • The post-PR "set milestone on the issue" step is skipped for a new issue (it's filed with the milestone). docs/releasing.md bump paragraph updated.

Test plan

  • bash -n and shellcheck -S warning scripts/bump-version.sh clean
  • --dry-run with Enter at the prompt, with --yes, and with --issue 1134: shows the gh issue create call (or the given issue), the chore/<new>-bump-version-0-2-0-dev2 branch, and changes nothing
  • Exact-title reuse lookup returns chore(release): bump version to 0.1.3 #1134 for 0.1.3 and not chore(release): bump version to 0.1.3.dev0 #1117 (0.1.3.dev0)
  • nox -s typecheck-and-lint test-3.11 new-dependencies commit-identities green (includes test_release_version.py)

Post-deploy steps

None.

…1226)

With no --issue, Enter at the issue prompt (or --yes) files
'chore(release): bump version to <version>' after the final confirm,
reusing an open issue with that exact title, and names the branch after it.
