Add row reordering to the i15-1 queue table (reusable)

Based on sci-react-ui PR #344. Adds a Reorder queue mode to the queue table,
built as a reusable useRowReorder hook.

• A Reorder queue button in the toolbar turns on drag handles and a row menu (Move to top / up / down / bottom). It's off by default, and the button reads Exit ordering while on.
• Only Queued tasks can move. Other rows have no handle and refuse drops.
• Moves use the existing moveTask mutation.

Changes from #344

• The Move menu is in rowMoveMenuItems and supports isMovable.
• Rows are looked up by id on drop, so the right task moves if the queue changes mid-drag. Tables need a stable getRowId; QueueView uses the task id.
• Some UX details

Notes

• ⚠️ Mock mode has no handler for move, so couldn't test actual reorder.
• Playlist reordering isn't included.
• Staging for a sci-react-ui update. Once released, the rowReorder folder is
  replaced by the sci-react-ui import.
