Rename the action for the Marketplace and add a privacy section - #1

The Marketplace requires a unique action name and "Early Light" is taken, so the action is now "Early Light by DefectDojo". The README now says what the engine connects to, that it has no telemetry, and links the privacy policy. Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
