Issue body actions

Let's say we have markdown like this

- foo
  - bar
- baz

- [ ] 1
  - [ ] 2
    - [ ] 3
- [ ] 4
- [ ] 5

Here we have 2 lists but they will be merged and represented as one list.

Problem does not reproduces if we have some elements between lists:

- foo
  - bar
- baz

---

- [ ] 1
  - [ ] 2
    - [ ] 3
- [ ] 4
- [ ] 5
