The confirmation fix changes the acceptance candidate, so retain the permanently halted V15 ledger, binding and guard instead of relabeling its historical U02 gate. V16 preserves all known costs, three unknown liabilities, the same USD200 ceiling and unchanged purpose/token caps.
Validation: remote RED rejected the unsupported policy; targeted GREEN passed 50 tests. Exact f14cc4e full remote Agent suite passed 1709 tests with 1 optional Qdrant skip (155.74s). Independent final review approved code, documentation and corpus fingerprint. Actual predecessor traversal verified all 48 private fingerprints. The V16 ledger is prepared with zero calls and is not activated. Provider models and Java Auth/App readiness returned 200; owner source trees match the running Java build. Exact CI 38144412335 remains in progress. Formal U03/U04 remain incomplete.
