Carries the permanently sealed V13 period into a fresh integrated acceptance policy while retaining all three historical unknown liabilities under the existing cumulative USD 200 authorization. Original receipts, failed acceptance evidence, and the permanent halt remain unchanged; no historical evidence becomes fresh acceptance.
V14 retains 1086 historical attempts, 296653 micro-USD known actual cost, 9568514 micro-USD known committed cost, and 2359296 micro-USD unknown encumbrance. Purpose limits and per-period limits remain unchanged. The sealed history validator verifies original fingerprints and settled receipts using a read-only receipt view for the permanently halted V13 guard.
Validation: 162 focused tests passed before the final halted-journal correction. Exact-head full remote tests passed: 1700 passed and one optional Qdrant skip. Actual private readback verified 42 historical fingerprints and canonical receipts; a second readback asserted that all original files were unchanged, the V13 guard remained halted, and all three unknown liabilities stayed reserved. Independent review approved the correction. CI38137333844 succeeded on exact head 2342962. AST graph update exited0 with122 SQL parser omissions. V14 was activated from zero attempts after these checks; actual model acceptance is in progress and formal U02/U03/U04 remains pending.
