The enterprise setting blocks GITHUB_TOKEN from creating pull requests (409 on can_approve_pull_request_reviews). The publish job now runs tools/append_only_check.sh on its commit, reports the required append-only check-run, and fast-forwards main via the refs API — admitted by branch protection only when that check is green. Human PRs are unchanged.
