Use the read-only OIDC policy added by #8375 to resolve the pull-request title.

Run GitLab AWS SSI, Docker SSI, and Kubernetes library injection tests only for a leading [language] PR title tag.

Scenario selection is unchanged: the diff or explicit inputs select scenarios, and the title only filters the language. The resolver is optional and limited to system-tests branch pushes without explicit scenario inputs.

Scheduled and external callers keep the existing compute path. Without a supported tag, with a [language@branch] tag, or when title lookup fails, all languages run.
