Reviewer source access now goes through a narrow read-only broker over pinned Git snapshots and supplied artifacts. Codex and Claude share the report protocol; built-in shell/file/network/write tools are disabled. Test execution stays in disposable workers without model/publication credentials. Adds managed-result import, explicit current-head verified-finding publication, and a trusted manual CI dispatch profile.

Validation: 71 tests passed at this slice. Real Codex and Claude sessions inspected source through the broker. Codex completed the selected L3 review; Claude returned valid but partial semantic reports. Tests reject forbidden source/path operations, changed evidence and stale/duplicate publication.

The provider executable is trusted; this is a tool capability boundary, not OS confinement of arbitrary binaries. Claude image conformance is not claimed. Manual CI needs owner-controlled environment configuration after merge; public-fork event automation is disabled pending deployment acceptance. Publication never approves or merges.
