L3 can execute predeclared production mutations or reversions against unchanged tests and require a specific behavioral failure between corrected/restored passing runs. Setup failures, compile errors, timeouts, zero tests and survived mutants remain distinct outcomes. Adds pinned consumer/dependency context, behavior-to-test mapping and bounded reviewer-requested checks from a trusted catalog.

Validation: 62 tests passed at this slice. Three existing OpenELIS BoundedDecimal JUnit tests passed, detected the intended production mutation and passed after restoration. At the final stack head, an assembled-contract fixture had two passing layer tests and one failing integration test; the reviewer attributed the defect to the producer instead of adding consumer parsing. Probe applicability remains explicit for valid removals/refactors.
