Adds the local plan/run/report CLI for pinned PRs or committed revisions, diff-first source inspection, freshness/cancellation handling and disposable OpenELIS startup. Approved cleanup can remove obsolete code and tests. Versioned L1–L5 obligations are independent of model, effort and environment; inexpensive Sol defaults are a development profile, not a model allowlist.
This foundation supports L1/L2 and declared checks. The dependent PRs implement test-strength probes, loaded runtime/product evidence, restricted reviewer tools, Claude and evaluation; missing capabilities on this branch remain explicit rather than claiming a higher-level review completed.
Validation includes retained source-inspection, process-cancellation and isolated OpenELIS demonstrations. Historical run labels are not retroactively credited as satisfying the revised evidence contract. The complete stack has 79 passing deterministic tests; current application-stack health and review accuracy are separate claims.
