Cleanup item from the 2026-10-19 handover: the tickets that were not finished
in this pass, with priority, a one-line problem and the spec path from the
original team environment (
/workspace/specs/…— that environment no longerexists; the specs must be reconstructed from PR/QA descriptions before work
starts). The 2026-10-19 batch that DID land (O152/O157/O169/O162/O168/O165/
O170) is noted in the intro. Also documents the two standing known limits
(perl system is README-only by ruling; a local-macOS xcode-select artifact
that fakes 4 o152 cases red outside CI).
