The required encoded first-bank change has linear rank 96 per address; this is NOT a 96-unit native-tariff lower bound.
• An explicit physical P104 root isometry yields 10,816 nondegenerate product lines in dimension 81. Of the 512 Fourier patterns of a fixed fiber, 510 fail the proposed free commutation; the two homogeneous patterns pass. A literal four-address counterexample and a completed-common-transform positive control are supplied.
• In this explicit coordinate gauge and positive rank-one orientation, 5,376 product lines need the opposite endpoint-normalization sign from the retained constant weight-nine phase for one parallel column. The correct i^(f*wt(u)) phase is supplied; this particular mismatch cancels for even f. These are gauge-bound counts, not a general no-encoding theorem.
• The proposed 9-by-9 scaffold has 36,608 persistent roles and 208 local calls. The product lines specify a proposed replacement geometry and physical operators, not an embedding into the old h=28 mixed-center producer, a chronological global owner schedule, or a proved opposite-orientation local execution. A matched changed entrance/exit encoding, physical gauge or genuinely different coverage/profile remains open. The old width-73/1,544 and distinct 425/426 thresholds are not transplanted.

The primary checks all 14,400 root pairings, D/inverse, the literal 280-input reader, 512 phase patterns, 1,024 dense Gaussian fixtures, all 208 independent data columns at four patterns, 5,537,792 normalization-character checks and the gate. The selected bindings-only baseline could not complete because its full selected package closure is outside the sparse checkout. Open next questions

Supply one changed all-role entrance/exit intertwiner and a favorable complete owner/progress/profile ledger before further native construction. Uniform completed transforms commute with scalar bank encodings, so a jointly matched encoded continuation remains a concrete possibility. The present port-dependent boundary and rejected scaffold do not exclude it. TASK.json records the first step, blockers and release rule.

Upstream run 39211722669 passes on first attempt for final head f1e2839, tested at merge ref ff2f324 against unchanged main 20ecf28. Planning and the complete registered three-command replay both pass on hosted Python 3.12.15. All scoped claims, source pins and the selected frontier are preserved. These are interface, conditional-budget and finite-local-rewrite results. An actual adjacent completed P104 pair/global owner schedule and favorable changed complete invoice remain open. The explicit orthogonal transvection z=420 sends all104 ports to weight3 mod4, hence all10,816 product lines to weight1 mod4. The5,376 gauge-dependent normalization mismatches disappear.

The written character proof also shows every orthogonal gauge with constant product phases has the same nonzero input defect420.
