현재 successor #683 exact head da680686b2e3bde8450f73d5985ff82ae4cfae62는 동일 package script blob(26b3df41a9a5743dabb004ff9dd1ddfb87f25cca)과 이 성공-path contract를 완전히 포함하고, empty-state 실패-path focus contract까지 추가했습니다. #683의 current hosted Server Tests 34710498001에서 cloud-e2e job 103598279544와 unit-and-api 103598279714가 모두 GREEN입니다.

따라서 #700의 모든 유효 test/contract/evidence가 #683에 완전히 승계되었고 별도 mutable lane을 유지할 이유가 없어 verified-successor 조건으로 close합니다. #683 자체는 Security/Hono foundation, 중앙 CodeQL, 독립 review가 남아 Draft를 유지합니다.
