The single/batch target empty-state contract remains This field is required. + custom validity + aria-invalid=true; #540 additionally covers file controls, stale-state cleanup, native-invalid/listener ordering and stricter focused regressions. #439's .jules/palette.md generalization is generated doctrine rather than a unique product contract.

No #439 check/review transfers to #540. #540 remains Draft pending #558 dependency foundation, central CodeQL, material browser/AT evidence and current-head review. Closing #439 is verified-successor consolidation, not completion.
