实施和修复 brief 现在传达目标、可验证的验收、授权范围、禁止事项及必要事实，由 worker 检查目标并选择实现方法。符合这些要求的内部替代方案不再自动视为偏离；caller 不能借共识、验收或禁止事项夹带实现方案，真实用户和 host 要求仍保留来源与约束力。
首次实施与修复共用同一规则，保留现有共识闸、有限预算、完成判定和独立 review；同步形式化对应与验证用例，并将六份平台清单更新为
1.0.0-beta.49。验证：三方独立 review 均批准；独立重跑 210 项测试全部通过（包含 Lean 构建），skill 校验通过。真实 Codex CLI 首次实施与修复演练完成，输出样例的 10＋7 项测试独立复跑通过。无 skill 基线本就成功，因此证据支持本次规则一致性与样例符合性，不宣称普遍行为提升。
