ci: add GitHub workflow for Ruff checks and build tests

Adds simple automated CI checks on pushes and pull requests to catch formatting, build, and test failures early.

• Checks Python code quality and formatting with Ruff.
• Builds the existing Docker image and ROS workspace, then runs package tests and reports results.
• Supports manual runs and cancels outdated runs when new changes are pushed.
