[BUG] Actions requiring write access are failing

Describe the bug
I just checked the last Actions ran and noticed that Tag and Release is failing with a permissions error:

remote: Permission to CMakePP/CMakeTest.git denied to github-actions[bot].

Edit: appears both Tag and Release and the docs action are affected.

@ryanmrichard can you check the permissions on the token used for the Actions, please? When you get the chance of course, sorry, forgot it was Saturday already

@AutonomicPerfectionist Just as a note on this, I have been running into this as well in different places and it seems that the actions are only failing when the PR comes from a fork.

Thanks for the heads up, now that you mention it I do recall seeing an issue about that on one of the other repos somewhere. I think I have permissions to make branches on this repo so if Ryan is okay with that I can switch to doing development here instead of my fork until we can get that worked out
