Adds per-source differential
.debrebuilds, carry-forward staging, per-source suffix validation, release workflow wiring, and a scheduled upstream freshness watch.Why
Unchanged upstream sources should remain byte-identical across releases while changed sources receive independent rebuild counters. The release pipeline now preserves the complete closure and detects actionable upstream or Debian packaging updates.

The differential path depends on previous-release manifest and asset resolution; failures are fail-closed. Upstream freshness filtering intentionally excludes development, prerelease, and snapshot series.
