Bump the version to 4.3.1 in Winnow.ps1 and the Initialize-Environment fallback, date the changelog section, add the HISTORY entry, and point the winget draft manifests at the 4.3.1 asset. Patch release for the Store search suggestion undo, which failed on every run in 4.3.0 and earlier.

Version 4.3.1 in

Also ships the two new build checks from #78.
Testing: static validation clean (134 files),
Tests\Unit209 passed / 0 failed, standalone rebuilt. Not run: the live undo on a machine with the Store installed (Windows Sandbox has none); the fix is covered by a real-file unit test that fails on 4.3.0.
