Bump the version to 4.3.0 in Winnow.ps1 and the Initialize-Environment fallback, date the changelog section, and add the HISTORY entry. Mark 4.3.x as the supported line in SECURITY.md, since 4.2.x shipped a -VerifyWatchdog that could not find the watchdog task. Point the winget draft manifests at the 4.3.0 release asset. Minor bump for the extended AI purge coverage.
