Summary

• Prepare stable releases for azure-ai-agentserver-core 2.3.0, azure-ai-agentserver-invocations 1.3.0, and azure-ai-agentserver-responses 2.4.0 from current main.
• Align stable versions/classifiers, GA changelogs, API metadata, and the protocol packages' stable Core minimum >=2.3.0,<3.0.0.
• Fold unpublished Core 2.3.0b3 attribution/baggage refinements and Responses 2.4.0b3 experimental-decorator fixes into their GA entries instead of retaining misleading unreleased beta headings. The Core GA notes also disclose removal of the internal experimental-link constant; older Responses compatibility shims cannot be paired with this Core release.
• Release metadata, changelogs, and dependency-floor tests only relative to main: this PR does not change runtime implementation or api.md. Core's apiHash was refreshed to match the API surface already merged into main.

Release readiness

• All three changelogs pass eng/common/scripts/Verify-ChangeLog.ps1 -ForRelease $true with their GA versions.
• Built and inspected clean GA wheels for all three packages. Versions, stable classifiers, stable Core dependency floors, and packaged source match the proposed release; Core API metadata hashes the updated current-main api.md.
• Invocations and Responses dependency-floor tests pass against the isolated GA wheel installs: Core 2.3.0 is accepted, and Core previews b3/b2 are rejected. The existing Black version reports formatting drift in both test files on unchanged main as well; this PR only changes the dependency assertions.
• Publish Core 2.3.0 before Invocations 1.3.0 and Responses 2.4.0. Publish Responses promptly after Core because earlier Responses preview shims expect the removed Core internal constant. This draft PR does not publish or trigger a package release.

Scope and compatibility

• Still-open Core fixes [agentserver-core] Fix steering future leaks and acknowledgment misrouting #49233, [AgentServer] Recover stranded queued steering inputs after completion #49657, and [AgentServer] Recover queued multi-turn input after interrupted handoff #49719 are not included; assess those recovery/steering risks separately before approving GA publication.
• Responses' documented protocol-scoped activation change carries into this stable version: Core's set_resilient_tasks_enabled(True) alone does not force-enable Responses task execution. Responses hosts use resilient_background or steerable_conversations; Invocations still requires the explicit Core switch.

Prepares stable releases of AgentServer Core 2.3.0, Invocations 1.3.0, and Responses 2.4.0 through release metadata changes only. Runtime implementations and public API surfaces remain unchanged; the outstanding steering and recovery fixes remain outside this PR.
