feat(i18n): add Galician translation

Summary

Add complete Galician (gl) translation catalog and wire it into the core locale negotiation, catalog parity test suite, and Crowdin configuration.

Changes

openlogi-ui

• Add crates/openlogi-ui/locales/gl.toml with all 516 semantic keys aligned with en.toml.
• Include gl.toml in crates/openlogi-ui/tests/catalog_parity.rs to maintain catalog parity test coverage.

openlogi-core

• Add ("gl", "Galego") to SUPPORTED in crates/openlogi-core/src/locale.rs.
• Add BCP-47 locale negotiation unit tests for gl and gl-ES.

Infra / Tooling

• Add gl to .config/crowdin.yml in export_languages and languages_mapping for automated sync.

Testing

• Validated TOML syntax, key count (515 translation keys + version), exact key order, and identical %{placeholder} interpolations against en.toml.
• Verified Crowdin merge script compatibility via .github/scripts/i18n/merge_crowdin_download.py --self-test.
• Not runtime-tested on hardware.
