Remove incorrect Data Cache guidance from AGENTS.md - #698

The injected agent guide still described a Python app, gunicorn, and unittest workflow that the Next.js repo no longer has. Point it at README.md and the Node commands CI actually runs. Co-authored-by: Michael Neeley <michael@neeley.dev>
Historical delivery windows and production review queues read Redis Cron snapshots. Next.js Data Cache is only the fallback, and README already describes that. Drop the sentence that said otherwise. Co-authored-by: Michael Neeley <michael@neeley.dev>

AGENTS.mdtold agents that historical delivery windows and reviews use Next.js Data Cache. That is not how those views load.Preset delivery windows and production review queues read the Redis Cron snapshots (
readSnapshotinlib/reports.tsandlib/reviews.ts).unstable_cacheruns only when that snapshot is missing and Redis is not configured; for reviews, production throws instead of falling back.README.mdalready describes this.The contradictory sentence is removed. Agents are directed to
README.mdbefore changing integration behavior.
