health_tool.py had no dedicated tests. Add 7 cases that stub PyVISA, Settings.load and MemoryStore so every branch (pass, ImportError, backend error, base_url-only LLM, missing credentials, settings error, memory store error) is exercised without instruments, API keys or writing a database into the working tree.
