test: cover reference.instrument_procedures catalog - #22

The PICA-derived procedure catalog had no direct tests. Add checks for
list_procedures/get_procedure, per-entry structure, that every
{placeholder} in a command sequence has a default parameter (or is a
documented sweep variable), rendering with defaults, and the
`procedures` CLI listing.
