Fix the MV precision in simple motion search - #5617

The simple motion search hard-codes the mv precision to 1/8 pel, which does not respect the max mv precision of frame. It could cause problems in some rare cases. Fix this issue by replacing the hard-coded precision. No performance changes observed. Change-Id: Ie44326f9da8cbbc71c7229f2941af9185c63fae7
