P1 Badge Keep the .NET 10 runtime available for net10 tests

On a clean machine that installs only the SDK pinned by this file—as agents/coverage-hunter/agent.md instructs—the repository can compile but cannot run its tests or portable tool: every project still targets net10.0 via Directory.Build.props:4, while this SDK bundles the .NET 11 runtime, and framework-dependent applications do not roll forward across major runtime versions by default (Microsoft documentation). Keep the SDK on 10.x or explicitly install the .NET 10 runtime in every bootstrap path alongside SDK 11.
