Ports #44 to the release branch so a pull request into
elease/4.1.2\ runs the same twelve jobs a pull request into \main\ does.

The trigger is read from the base branch, so without this a pull request into a release branch still merged with no checks at all -- which is how the release branch picked up a test that could never pass on Linux.

Same change as \935e180\ on \main.
