docs: update the wiki for v1.12.0 Manual backups now have a button, each rate-limited operation has its own count, scanned HOTP codes are saved as HOTP, loaded feature modules work offline, and offline imports report that they are queued. Also describe the frame and SRI protections, the Set-Cookie redaction, the Sync Upstream top-level settings fix and the updated rollback steps.
