Let's tell the user to confirm checkout form visibility for shipping and billing state after upgrade

Because shippingstate and billingstate now control the visibility of the state drop downs on the checkout form we should tell the store admins to confirm their settings. Some admins have hidden the state rows on the checkout forms even though they were being rendered invisible by the old w-e-commerce javascript

@JeffPyeBrook Also - we should selectively add these nags by checking programmatically if the billing/shipping states are hidden or not. If everything is already properly configured, we shouldn't show the nag.
