chore: update dependencies and remove auto-assign workflow

- Bumped versions for several @WorkGlow packages to 0.0.117, including cli, dataset, job-queue, sqlite, storage, task-graph, tasks, and util.
- Updated fast-xml-parser to version 5.5.3 and pg to version 8.20.0.
- Updated typebox to version 1.1.6 and @sroussey/json-schema-library to version 11.0.0, with changes in its dependencies.
- Removed the auto-assign GitHub Actions workflow file.
