Subject: [PATCH] perf(cuda): disable timing on pinned transfer events

Replace BLOCKING_SYNC with DISABLE_TIMING on pinned-buffer events. This also changes host event waits from blocking to busy-waiting; buffer ownership and completion-event reuse are unchanged.
