Add CI for PRs

We should add workflows to test build PRs and maybe serve a preview of the updated site.

I added a simple CI that just builds the site. I also added a branch protection rule requiring PRs on main.

I'm not sure we need/want previews, too. Reading through the documentation for at least this marketplace action there's a number of things to consider, and potentially for little benefit. (The only benefit I could see is for one person to point another at a preview without requiring them to make a local build.) You wouldn't use the previews in lieu of locally building because that's too slow (takes > 30s).

@Grayson-Cook is working with @thetaback on getting a local build environment set up and then practice to push updates via branches + PRs. Let's see how this goes.

Running a build is better than nothing, and yeah I wasn't sure about pr-preview-action, I started looking into it and it seemed like it may not be worth it. I've just really liked having previews available when working with vercel linked projects (example from a scouting app PR).

On the subject of Grayson / other outreach members contributing, thoughts on just having them use codespaces so they can work in-browser? I made a codespaces branch that has a devcontainer set up and confirmed that you can edit and build the site there. I'm not sure it's realistic to ask outreach members to setup or maintain a local environment, this might be a decent alternative.

Can you easily share access to existing codespaces? I tried out setting up a codespace for the 28 branch, which told me that I'm paying for it, ok (It says 60h are free? Not sure if you have to turn your container off when you're not using it or you run up a bill like you do on Amazon or GCP.). It was dog slow also. On top, I somehow ended up with an environment with node 16, so npm install failed and I had to manually update node via nvm. Overall, not a great first experience and not really beginner friendly either.

I would leave it up to the team if they want to use codespaces or similar env like coder or replit.
