fix(weston-simple-egl): tighten Wayland accel gating and deps handling

Align weston-simple-egl runner with updated display and dependency helpers.

- Use Wayland-specific renderer check when available (avoid false gating).
- Use non-exiting dependency check mode to allow the runner to emit SKIP/FAIL
  cleanly without aborting the whole harness.
- Preserve existing socket discovery/adoption, snapshots, FPS parsing, and
  PASS/FAIL/SKIP semantics.
